Changes in the Russian migratory legislation

    On October 19, 2011 Interregional Public Charitable Organization “Faith, Hope, and Love” conducted a seminar on the subject “Changes in the Russian migratory legislation” in Pyatigorsk with the support of the Small Grants Program of the Embassy of the United States in Moscow.

   Practicing advocates, NGO lawyers of the North Caucasus Federal District (“Nizam” Regional Public Fund, “Vesta” Interregional Public Organization, Regional Public Organization For Support Of Refugees And Forced Migrants, “Memorial” Human Rights Center, the Russian Children’s Fund), employees of international organizations (UNHCR), officials of the Pyatigotsk Office of the FMS Department on Stavropol Krai, and representatives of the Ombudsmen in Stavropol Krai and the Republic of Ingushetia took part in the seminar.

   Officials of the Pyatigorsk Office of the FMS Department on Stavropol Krai, lecturers of the Moscow State Law Academy, experts of the Independent Council of Legal Expertise, and representatives of non-commercial organizations were invited as speakers.

    The goals of the seminar were the training, the promotion of the improvement of professional skills of the trainees in the field of human rights protection, the strengthening of cooperation between human rights organizations, representatives of government structures, the sharing of experience, the establishment of co-ordination between human rights defenders and officials of government structures, the establishment of work contacts, the strengthening of the community of human rights NGOs, the enhancing of their role in social life, the consolidation of efforts of NGOs in human rights sphere, the joint consideration of problems and the working-out of solutions.

   Lyudmila V. Standzon, a lecturer of the chair of administrative law of the Moscow State Law Academy, Candidate of science of law, told of administrative offences in the field of the stay of foreign nationals and stateless persons within the Russian Federation. She also noted the procedure for examining cases on administrative offences.

   Elena N. Chetyrkina, an inspector of the Office On Work With Foreign Nationals And Stateless Persons of the Pyatigorsk Office of the FMS Department on Stavropol Krai, spoke about changes in the Federal Law “On Migratory Registration” as well as threw light on the subject “Legalization of persons with undetermined legal status who stay within the Russian Federation over a long period of time”.

   Beslan Kh. Dautmerzaev, acting Executive Director of “Nizam” Regional Public Fund, told the seminar participants in detail about the work experience in the sphere of exercising human rights in Chechen Republic.

   During 14 years Interregional Public Charitable Organization “Faith, Hope, and Love” has been fulfilling its mission on rendering assistance to foreign nationals and forced migrants in exercising their social and human rights. The experience of our organization on exercising social and human rights of foreign nationals and stateless persons was elucidated by Elena A. Samarskaya, a lawyer of Interregional Public Charitable Organization “Faith, Hope, and Love”.

   The reports and lectures were given in the form of discussions, in the course of which the seminar participants got elucidations of some problems of their interest on the above mentioned subjects.

   The necessity of considering those subjects was caused by a great number of problems, to the solution of which the activity of human rights defenders rendering assistance to migrants (foreign nationals, stateless persons, refugees and asylum seekers) is directed. The analysis of training courses organized and conducted by IPCO “Faith, Hope, and Love” before shows a great importance of conducting such events in order to improve the quality of work of NGO lawyers and advocates.
